Q1 - Politician: The funding for the new

Could anybody explain why E is wrong?

Is it because it is saying "efficient" instead of "reasonable"?

In this question we need to find the point of disagreement.

The politician proposes that smokers pay for a health awareness campaign because smoking causes a lot of health problems.

The smoker, of course, disagrees, pointing out that other things lead to health problems, like eating unhealthful food. The smoker notes that it's unreasonable to have the folks eating that food to pay, thus suggesting it's unreasonable to have smokers pay. (A) is correct.

(B) is out of scope - more aware?

(C) is out of scope - there's no discussion of which is worse. (Though this would make for a great reality show.)

(D) is tempting, but there's no discussion of who doesn't benefit. For all we know, everyone benefits.

(E) is about efficiency - out of scope.
