can someone explain why the answer is A? i thought it could have been c or d?

The trick to this question is that they are looking for a local inference and not a general inference. The question asks for the author's opinion about the definition of a refugee in the constitution of the International Refugee Organization.

Lines 21-28 show that the I.R.O. was missing this "social group" category that was later added by the U.N. (A) expresses this idea that the original definition was missing a category of people who should have been eligible (social groups/women)

(C) and (D) are trying to get you to think about the new definition which was introduced later by the U.N.

I'm confused though the original def. didn't include social group it was added to provide a safety net, so wouldn't that make (a) accurate but ostentibly misleading and incomplete? I selected (c) because it reflected an awareness of future exigent circumstances and catered to them with an expansive category "social groups."

Please explain...ty

Hey Agersh,

You're forgetting, the original constitution is exactly the document that DID NOT reflect this awareness. Only the CONVENTION mentioned in the first paragraph added the safety net. That's why (A) is correct. The original constitution left people out, so the convention had to add the safety net.

Dang completely glossed over lines 21-23 where it explicitly states it was not part of the convention blah sorry bout that. Thanks for the help it makes sense now -- guess I was a bit tired going over the answers. Appreciate the help, thanks again!
