I'm not quite sure what you're asking me to do, but I think you just want to get an intuitive sense of what answer choice (E) is saying.
The tricky part of (E) in terms of translating it into simpler language and ideas is the part that says "need not invoke." Basically, you can view this answer choice as saying, "To do A, the law does not have to do B." This doesn't mean that the law can't do B - simply that it isn't necessarily. Here B is invoke the idea of investor ownership of ideas and A is to afford patent protection. A simpler way of saying B is to say "use the idea that investors can own ideas" and a simpler way of saying A is "to protect inventions."
