Q11 - The statement that the law

The correct answer is (C). However, I think (A) is also fine. "The law should require explicit safety labels on toys " is like the principle which introduces the conclusion: the law should indicate the hazards the toys pose.

Could anyone clear it up?

There's only one "should" in the argument, and that indicates the conclusion: "the law should require labels to indicate what hazards the toys pose." You seem to have broken this statement into two.

This conclusion is then supported by the statement that "parents could prevent such injuries entirely..."
