Where can we imply "inefficient"?

I know the other four is definitely wrong, but the word "inefficient" makes me hesitate to choose it.

Thoughts? :?

So I was actually reflecting on that very issue. Were you stuck between choice A and B? I chose B, but in hindsight realise it doesn't answer the question.

The question asks "The author's attitude towards the evolution of bankruptcy laws can most accurately be described as"

Answer choice A is the only one that relays both the author's supportive attitude of the change and actually deals with the evolution (ie the historical change). Answer choice B doesn't actually answer the question, as it deals with changes to current laws and not the evolution of those laws. Plus we dont know what he thinks about potential further changes. B goes too far.

Like you i didn't choose A because of the word 'inefficient', but actually in hindsight, despite this concern, its the only answer choice that focuses on the two key aspects i mentioned above. C, D and E incorrectly convey the author's attitude.
