This one also took me forever the first time I did it. The key inference came to me thinking about it later. It made the game much easier and quicker running through it the second time with that inference.
Basically, because G and L must be on the same "line" (as WA or PA) then the third spot must be occupied by F or K because they are being trained in different fields. So either the WAs or PAs are G, L, & F/K. That leaves an F/K combination for the other line w/ H and J. Combine this inference with the fact that H must be a PA and walla! G and L must be WAs, making J a PA along with H.
Additionally a lot of the questions seemed to set up a F, G and L situation as WAs. That left K as a PA, meaning that H must go to Spain because K can't (and J is already going to Tuscany). This basic inference seemed to also be tested on a couple questions.
