Passage Discussion

Would this passage be considered strictly informative? The only place where I see some sort of introduction to a binary is in the first paragraph, where the author states that other than Thurgood Marshall's history as a Supreme Court Justice, he also has a history with the NAACP. Since the two are not really two sides of an argument, this leads me to believe that there is not an argument in this passage. What are your thoughts as to the scale of this passage?
