It seems like this passage has a side and an author, arguing that drilling without sufficient knowledge is problematic, since relying on hindsight will not guarantee the need to gather more information.
What I cannot seem to figure out is how Demetri found the other side of the scale, that the "Oil industry has successfully regulated itself." I see where he got his support - the second paragraph, the author tells us of regulations made in 1893, but I do not see how this is an argument against the corresponding side of the scale.
If one accepts that the oil industry has successfully regulated itself, does it necessarily mean that one rejects that environmental contamination from oil is caused by the reliance of hindsight? Am I missing something?
