We don't hear the author until the last paragraph of this informational passage.

P1: History of objections to UN Charters: not binding countries to protect human rights. Efforts to revise charter fail, UDHR written instead.

P2: Process of writing UDHR: cumbersome, thorough. Outline of rights established in UDHR.

P3: Author critiques UDHR: still non-binding, but led to other, binding documents so worthwhile.

There isn't a strong scale in this passage. One could say the tension is between documents that bind countries to protect human rights and those that don't. However, there isn't an argument about one being more useful than another - the passage basically outlines the history and nature of the UDHR and then critiques it.
