Negating Do Not vs Never

Hello, would you interpret the following statements differently?? It has implications when negating...

(1) Experts DO NOT act counter to their advice
(2) Experts NEVER act counter to their advice

If identical then the negation would also be identical, but as you see...(1) Experts do act counter.. (2) Experts SOMETIMES act counter...

So it seems like what (1) actually says is "Experts GENERALLY do not act counter to their advice", and negating this "Experts GENERALLY do act counter to their advice"...

Not sure if this is the way to go..plz help. Thx

Fun question!

If I tell you that dogs DO NOT bark, we can say that the negation is that they DO bark. But, does that mean that they ALWAYS bark? No. It only ensures that they sometimes bark.

So, in short, the statements are the same, as are their negations.
