how to understand "not many"?

does it mean "some" or "none"? does it mean less than majority?

I'd have to see it in context to be sure, but "not many" would typically translate as a "some" statement.

Example: There are not many voters who are undecided in the upcoming election.

This establishes both that "some voters are undecided" as well as "most voters are not undecided."
