Except versus Not in the Q stem

What is the difference in the task required for the Q stems as stated below:

1. The author implies that which of the following is not one of the reasons for event X to occur?

- does this mean reasons that were explicitly stated to have not triggered event X?

2. The author implies that theory X occurred for all of the following reasons except:

- Does this mean anything that was mentioned by the author as not being a reason for theory X and also anything that might not have been stated in the passage?

I am trying to understand what exactly each of the questions is asking for?

Hey PF,

Could you post real question stems? It's impossible to answer without real ones, and I can't see "The author implies that theory X occurred for all of the following reasons except:" being a real stem, because a theory doesn't occur...
