Just like it looks!

Then, using the constraints, make inferences. The constraint that says "2 of the North lights must be on" is a great one. At that point, I'm thinking, "well, there's only three ways to do that."

Then I noticed the constraint that says "1 --> ~2 & ~7" and I see that 1 and 2 can never be on together.

This means that there are only two ways to do it: either 1 and 3 are on, or 2 and 3 are on. From there, I make inferences within these two "frames" and the game is mine.

Attached is a sketch of the two frames I used and an overview of how I made the inferences.
