PT7, S2, G4 - An official is assigning five runners

Can you previede the setup for this game?

Usually I do excellent at these types of games but this one through me off because I kept getting mixed up with the runners and charities, particularly when using the rules.

Attached is a setup for this game. The constraints establish a large chunk that can only be fit into the game board in two ways, creating two frames. Once you have that, the questions should go fairly quickly.
