I think this game is best attacked via frames instead. Since the M rule is always triggered ( you are either golf or tennis)

In Frame 1 we can put M in golf: This means in Golf we have L- M-P-S ( ranked from left to right, first to last place like a relative order tree but I made it vertical) and Tennis we have O. Then draw K as going in any where; it is a "floater"

In Frame 2 We draw M in Tennis. this means Golf: L and Tennis : O-S-M. Then draw P,K as a cloud going anywhere. However, note that if P goes in tennis, P triggers a new order of K-O-P; otherwise it floats.

Distribution: Too open ended and game does not revolve around scarcity in a group.

For me these were sufficient to get through all the questions; however from hindsight maybe 3 frames to capture how in Frame 2 above P going into tennis triggers more stuff whereas P going into Golf triggers nothing.

Weird twist to an In/Out Game where ordering is included, which seems to be a first for me.
