it it says "the cost is prohibitively high", is it still possible that the benefit will outweigh the cost?

If it is stated that the cost is prohibitively high, that is telling me that the action cannot be done. The benefits of the action may indeed be higher than the cost, but the action could never be seen due to such a high cost.
