P: Teachers are highly motivated to negotiate with school administrators and sign a contract by this fall.

(A-1): (People are likely to achieve what they are highly motivated to do.)
(A-2): (School administrators are highly motivated to negotiate with the teachers.)

C: Teachers and school administrators will likely sign a contract by this fall.

Why is the answer not A-2 ?

It seems A-1 allows us to draw the conclusion, while A-2 does not. If anything, A-2 just switches around the subjects in the main premise but gives us nothing to help the argument. That being said, we need to know why the author is confident that the contract will likely be signed and why the teachers being "highly motivated" has to do with it.

A-1 gives us that missing link. If people are likely to achieve what they are highly motivated to do, then we can conclude that the teachers and school administrators will likely sign a contract by this fall, because the teachers are highly motivated to do so.

Exactly right rinamakena!

While A-1 draws the connection between the premise and the conclusion, A-2 provides information that merely supports the conclusion. It may be helpful if the administrators are highly motivated, but it's not enough to support that view assertion that it is highly likely that a contract will be signed by the fall.
