I do not understand how the answer is derived here...

55% of all law students are taller than 5’ 7", and 20% are taller than 6’ 0".

We can infer that...

Answer: 45% of all law students are 5’ 7" or shorter.
how????

This is a tricky one.

Let me ask you this: if you're in law school and 6'1'', which categories do you belong to?

You belong to the 5'7'' + crowd as well as the 6'0'' + one. So, the 20% is part of the 55%.
