Zero a positive integer?

How many different two-digit positive integers are there in which the tens digit is greater than 6 and the units digit is less than 4?
The correct answer is 12.

I'm curious as to why they consider 0 a positive integer since you need to include 0 as an option to get the answer 12 (I didn't include zero and got 9). Isn't 0 neither negative nor positive?

They did not consider '0' a positive integer. What you have been asked in the question is whether the 2 digit number you are trying to make is on the whole positive or not.

for e.g. consider the number to be -70 . It fulfills the criteria that tens digit should be greater than 6 and 0 at the unit place. But on the whole this number is a negative number. So this would not be the case, instead +70 would be valid because on the whole this number is a positive integer.

In short, you have been asked to make a number that is on the whole positive.
