Verbal Diagnostic #20 from 5lb book

I have a question for #20 in the 5lb Book of GRE (p20).
I chose II and III to be right answers, but found out only III is correct. Why can't we infer that "Legislators who voted for the CRA did so because they were opposed to such practices" from that "the CRA was passed for the purpose of reducing discriminatory credit practices in low-income neighborhoods?" If you want to reduce certain practices, doesn't it mean that you are opposed to such practices? CONFUSED!

Hey Hkim,

Not necessarily. I might pass a law limiting how much money individuals are allowed to donate to political campaigns, not because I'm opposed to any political donations, but simply because I think the amount people should be allowed to donate should be less. OR, some legislators could have voted for it because they were pressured to by some group or donor.

Another example: "NAFTA was passed to increase trade between North and South America." Do we know that "Legislators voted for it because they wanted to increase trade between North and South America"? No. Each legislator might have there own personal reason for voting, even if the point of the original law is primarily to increase that trade.

Make sense?
