V149/Q168 need advice

I am an international student and plan to apply for engineering program.

Should I retake GRE? This is a first time I took GRE.
In my opinion, this score is not good enough to apply for top universities such as UIUC or UMich because of a very bad verbal score.
However, I feel okay with this score because the day before I took the test, I just got only V139 Q167 from Powerprep.

I read from some forums that the universities focus on my math score rather than verbal score but I feel worried.

I just studied around 3 weeks.
The book that I read was
1. Barron book (Not finished)
2. 5lb Manhattan (Not finished)
3. Flashcard from Manhattan. (Finished)
4. ETS book (Finished)

Can you give me an advice?

We really aren't an admissions service; I can't say anything about particular programs or score minimums. Everything depends on the details of your application (Recommendations, work experience, etc.). That said, yes I do think it's true that the majority of engineering programs focus on your quant score. I would simply ask their admission department. Give 'em a call!
