Trouble in the Geometry Book 4th edition

GRE Guide #3, Geometry, 4th edition, page 92, question #13

I am stuck on this problem. The question confuses me and the explanation on page 97 does not help me understand it better. Please help as I am frustrated and seek to understand.

Could you let me know what chapter it is? I use digital editions of the book and, annoyingly, they aren't paginated the same way. Also, mention the first few words of the question.
