Suppose I took real GRE and scored under 40th percentile in both verbal and quants, are there universities that are flexible in considering my low GRE scores for admission or flexible enough to accept my scores? If so, can you post list of these universities?

There are literally thousands of universities, with tens of thousands of programs between them. Obviously, the better schools expect higher GRE scores. That's really all you need to know. Nobody could make a "list" of all the "flexible" schools.
