Well let's try some things out:

If the ratio of sophomores to juniors on the team is 1:2

Okay. Let's imagine there's 1 sophomore and 2 juniors. While we're at it, let's imagine there's 2 sophomores and 4 juniors.

and the ratio of juniors to seniors on the team is 1:3

Okay, in the situation where we had 2 juniors, we would now have 6 seniors. That would make for 9 people on the team altogether.

In the situation where we had 4 juniors, we would now have 12 seniors. That would make for 18 people on the team altogether.

Interesting! First we had 9 people, now we have 18. Clearly, the team will always be a multiple of 9. So the correct answer is 36 and 45.
