Hey sycho,
The passage says that the deportations had the effect of "increasing the ethnic homogeneity within their borders."
The U.S. is said to have gone along with this in order to "cozy up to the nations of Eastern and Central Europe."
This answer choice says that the Eastern and Central European powers wanted to increase ethnic diversity. If that were the case, then the U.S. could not have cozied up to them by supporting a plan that decreased ethnic diversity.
Hope that helps!
