Integers on page 33 in guide 6

Hello,
I am in the Quantitative Comparisons and Data interpretation guide 6, pg 33. I don't understand why the explanation at the top pf the page says "because y is an integer, you know that you do not need to try positive and negative fractions." What does that mean? Aren't integers both positive and negative?

Integers are, by definition, not fractions. So if you know y is an integer, it can't be a fraction (either positive or negative).
