I think the explanation given for the solution is incorrect as question is
"Which of the following states had the largest total public elementary and secondary school education expenditure?"
so we have to take into account only the population of School aged children and not the whole population. Please do correct me if i am wrong.

I think you misunderstand what "per capita" means. It doesn't mean "per person in the specific pool that the money is going to." It actually means "per person in the ENTIRE population."
