I can't speak for programming languages, but I CAN speak for the meaning of the word between! Between always means the space exclusive of the endpoints being mentioned (i.e. "The countries between Egypt and South Africa are numerous" would not include Egypt and South Africa). So, in the future, assume it's exclusive when they use that word.
Not quite sure what Naresh is getting at there, to be honest, so let me know if you have further questions (and Naresh, make sure you're clear when giving out advice; the grammatical issues make it a little hazy what you mean, and I don't want people to get confused).
