Challenge Math Problem Question: "At Least"

I was wondering if I could get some help on the challenge math problem from last week.

The answer provided seems to assume that the first term must be a perfect cube with all prime factors. Why cannot "x" in the first term equal 1/90? This would make the first term equal to 1 (which is a positive integer), and would result in xy equalling 0.833333, which is much less than the provided answer of 22,500.

Thanks in advance for any clarification.
