5lb Manhattan Prep 2nd Ed, p. 129 , #81

Hello,
The answers for #81 were impervious and inimical, although I was confused with the choice of inimical because I thought it meant hostile or unfriendly instead of "not likely to change." I tried looking up different definitions and usages of inimical online, but I can't seem to find one that was like impervious. Is this definition of inimical more of an implicit definition or is this an error?
