In one of your post you said:

OA is D, my answer is also D, but just I recollected ur statement on "with" so just thought of claryfying.

if i was talking about "with + noun", then this is a different animal entirely.

ok.

just a tip -- assuming that you take some sort of electronic/computerized notes, you should probably copy and paste links to the actual pages where you saw these things. that way, if you ever come across something like this, you'll have the context in which you originally saw it.
this is especially important for sentence correction, because context ALWAYS matters in sentence correction; there are very few principles that can just be stated at random, outside of any specific context.

if you take paper notes -- which i'd think would be unlikely, given that this is an internet forum -- then of course this isn't a possibility. but, even then, you can always keep a file of links. then you can number the links in the file, and then just write the numbers down on your paper.

I am not doubting the official answer but I easily eliminated D because of the 'Preposition+Noun+ING'rule. Could you please correct me on this rule?

In D, the cost of wireless service plummeting means that cost and not wireless service is plummeting and is that why D is fine?

In the other example - I have evidence of my brother stealing cookies- my brother(not evidence) is actually performing the stealing and so this case is invalid. I remember another one-the remainder of the increase coming from sales of the 9,850 prescription medicines that companies did not advertise or advertised very little.. While in this case it is the reminder (not increase) that is coming.

Is the line of reasoning valid?

different story if these kinds of modifiers are separated by commas, as you'll often see with "with".
