Will Vs Would

This is my own question. Given two sentence
1) Cuts will improve
2) Cuts would improve

When do you use will and when do you use would.

will = express intent in the future
would = express intent in the past

thanks to those of you who have replied. in general, it's best not to make up your own sentences, because they may not capture the essence of what makes a proper SC question. in this case for instance, there is simply not enough context to make a decision between these options..
