Whom vs. Who

Hi,

General questions about usage of Who vs. Whom. I always thought that the when you use "who" you should expect to hear the response "he" or "she" or "they." Alternatively, the response to "whom" results in "him" or "her" or "them."

But here's the confusion -

If I say "who" do you think you are? It sounds correct and is correct. But, if we use the above rule, it would mean answering with "I am he or she." Is this why when someone calls and asks "may I speak with so and so"? The individual should answer "this is he" instead of "this is him."

Are there exceptions to the rule? Or worse, is the rule I just indicated completely bogus? It seems to work for me in most cases, bust in some cases gets very confusing.
