Source: This Q is rephrased by me to avoid any issue.

While once the government had agreed to the prejudices of its local workers in its supporting of the imposition of a tax on foreign workers, after 1900 it waived the tax off.
(A) While once the government had agreed to the prejudices of local workers in its supporting
(B) Whereas once the government agreed to local workers’ prejudice for the support of
(C) While once the government had agreed to the prejudices of local workers in support of
(D) While once the government agreed to local workers’ prejudice in supporting
(E) Where once the government had agreed to the prejudices of local workers by supporting

Should we give first priority to while/where to eliminate wrong choices or should we look for some other errors?
Can we eliminate any choice based on while(as it sometime means at the same time) / where (means whereas)?

Hi - it sounds like this came from a banned source, which is why you felt the need to rephrase it? It's very tough to rephrase in a way that still produces a valid sentence. For instance, every answer choice incorrectly uses the idiom "agreed to." We can agree to <do something> but when we're talking about a noun (prejudices, in this case), we agree with <some noun>. There are other problematic areas with this re-write that make it difficult for me to comment based upon this problem.

If this question is from an official source, try listing just the original sentence, but not the different answer choices (because we can't list the entire problem, due to the ban). If this question is not from an official source, then don't worry about it - or try to find an official question that tests this issue.
