Hi,

In the second question, choice C is incorrect because it is unidiomatic. "Elected retiring" is the incorrect idiom. Correct idiom is "to retire".

Not sure I fully understand what you mean by saying "the" was not understood in the first question. Are you asking why there is only a single "to" in the second question?

"to retire" and "to face" are both verbs. Sometimes, these can be split so "to" applies automatically to both actions.
