Wall Street troubles followed by that-modified!!Verbal-SC84

this question is based on the Verbal SC 84.
(In case you cannot make sense out of this version, please refer to the original question to answer this )


Wall street's main troubles are a result of main-street-insensitive technology,misguided CNBC shows, and risky investment strategies that several correct predictions by Dr.Doom have failed to warn and deter.

this sentence is the correct version of the answer choice.

I was able to pick right answer but not through the right logic.

As this sentence stands,what is modified by the underlined clause?
Do investment strategies get modified or the whole list of technology , shows and strategies ..

My analysis was that since "that" came after the noun "strategies ", it was modifying strategies. The answer shows that "that" modifies the whole list..

What is the rule of modification by a clause that comes after a list of nouns/pronouns....

this could go either way, actually; it's dependent on context.

i don't have the book in front of me, so i can't tell whether the context is ambiguous.

i.e., "X, Y, and Z that A"
--> "that A" could refer either to the entire list or just to Z.

are the other four choices grammatically incorrect?
if they are, then you needn't concern yourself with issues of clarity / meaning; those factors are only important in sentences with more than one grammatically correct answer choice.
