My interpretation of the sentence is more along the line of " the mayor proposed to cut the maintenance budget in order to subsidize local arts group". But I believe the original sentence suggests the following interpretation: the mayor cut the budget in order 1) to maintain cultural institutions and 2) to subsidize arts group. Am I wrong for making such a distinction? I mean... how can he cut budget, yet have enough money to maintain one cause and to subsidize another. He has to cut the budget from somewhere. It doesn't make any logic sense to me.
