use of tense

A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities had been allowed to dump into the
Great Lakes.

though the agreement is in the past but it may still reduce the amount of phosphates ? then we should instead have reduces rather than reduced ?

can you help regarding this ?

and one more question on similar logic :


Combining enormous physical strength with higher intelligence, the Neanderthals appear as equipped for facing any obstacle the environment could put in their path, but their relatively sudden disappearance during the Paleolithic era indicates that an inability to adapt to some environmental change led to their extinction.

the neanderthals have already disappeared so then the verb should be appeared rather than appear because they used to appear that way in
the past and not now

if possible provide me the reason why appear is correct ?

also, welcome to the forum (i noticed this was your first post)... but it appears you haven't taken the time to read the forum rules. please do read those rules (first post in every folder).

one of the most important rules is one problem per thread. NEVER post more than one problem in the same discussion thread. if there are two different problems, there should be two different threads.

this is crucial to maintaining the value of this forum as a reference for future readers. if a discussion thread is about multiple problems, it is useless as a resource.

finally, it is very unlikely that you'll have to create a new thread for any SC problem from the free GMAT PREP software.
those problems have all been around for years, and this forum is very active. for any given SC problem from gmat prep, there is almost certainly at least one existing discussion thread.

as i mentioned above, please take the time to search the forum before posting. not only will you thereby eliminate redundancy, but you may even find that your questions have already been answered!
