Use of as many as

The Education budget of Country Z might, in four years time, fund more than 30 billion dollars annually for teachers training, equivalent to private grants
a. equivalent to private grants
b. equal to what private grants provide
c. as many as private grants provide

Here as per original answer/explanation C is right because use of as many as, which is used here to compare 30 billion dollars

I originally chose option B but got explanation that GMAC do not use equal/equivalent for countable noun.

Please clarify

where did you get this mess of a problem?
our forum rules require a citation of the original source; please provide one.

... and be extremely wary of that source from now on; this sentence has lots of issues.

This is imitation of one of "High Difficulty" problem from Kaplan
( I do have have changed language and figures)
( I posted only one, though I am struggling through many)

ok. well, we can't discuss kaplan problems here (per the forum rules), and, as noted above, this particular problem has such serious issues that there's no merit in discussing it.

by the way, a large number of the SC items in the "kaplan 800" book have VERY serious issues. i'd recommend not using that source.

in fact, i recommend not practicing from any source other than official ones; there are hundreds upon hundreds of official SC items, so there's really no need for supplemental practice sources. (if you think you have such a need, you probably just aren't studying the official problems in sufficient depth and/or with proper priorities.)
