Usage of "Have/Has"

The combination of a reliable supply of water and good growing conditions encouraged farming traditions that have endured for at least 6,000 years.
vs.
The combination of a reliable supply of water and good growing conditions have encouraged farming traditions that have endured for at least 6,000 years.

A) What is the difference in meaning?
B) Given appropriate context, are both grammatically correct?

The subject ("combination") and verb ("have encouraged") don't agree in B, so B is wrong.

The tenses make sense in both.

A implies that the conditions originally encouraged certain activities, but not necessarily anymore. Those activities have endured -- but mostly as traditions.

B implies that the conditions have continued to encourage the activities as those activities have persisted.
