Until the European Convention on Human Rights came into effect in 2000, no law of privacy was as yet acknowledged by British courts.

A. no law of privacy was as yet acknowledged by British courts
B. British courts did not acknowledge a law of privacy
C. the courts in Britain had not acknowledged a law of privacy
D. a law of privacy was not acknowledged by the courts in Britain
E. there had been no acknowledged law of privacy in Britain

The answer is supposedly B.

Can someone please explain why B is correct. I thought you need a "had" in the sentence, so C.

'the courts in Britain' as in option C is not as concise as 'British courts'

Secondly, I think (though I am not 100% sure!) "Until" clearly distinguishes the time frame, so we need not to use HAD. So, in sentences where time frame is clearly visible with wording, I think we can escape past perfect tense and go with simple past tense.

Is my understanding/reasoning correct? Experts please??
