Unlikely to be v/s unlikely that v/s unlikely for

Hi,

I just came across one of the SC questions in which I got confused with the usage of the idiom related to the word "Unlikely". The answer options are having following Idioms:
1. unlikely that...
2. unlikely to be...
3. unlikely for it to...
4. not likely to be...

I read somewhere that "unlikely that" is not a correct idiom but I could find many articles on the net with such usage. Could someone explain me which are the correct idioms related to unlikely/likely and when to use them?
