Am struck between B and C

If I have to select among these two, I will go for C (Concise). But need to know what exactly is wrong with B?

I don't recognize this question and can't find it in either the strategy guide or the online question bank that goes with the strategy guide (which are the two sources for questions that can be posted in this folder). I also can't find it in our CAT questions database. Can you please tell me where you found this question?
