two new SC questions regarding parallel

Dear instructor, I did two SC from a book today. Source of the questions are neither from OG nor Prep, could be new tests made by book editors.

Questions #1.
Global climate warming has led to increased hurricane, drought, flood, reducing crops production and other problems.
A. flood, reducing crops productions and other problems
B. flood,to reduce crops productions, and to cause other problems
C. flood, and reduced crops production and other problems
D. and flood, to reduce crops production, and to cause other problems (OA)
E. and flood, reduce crops production, and to cause other problems.

If the OA is right, I don't understand why "to increased noun, noun, +noun" can be parallel to "to reduce, and to cause". My understanding is that "increased" is adj, so here "to" is preposition. And in "to reduce, and to cause", those are infinitives. Can they be parallel?

Questions #2.
According to New York Times' data, in 2012 New York became the first American city in which more foreigners bought the apartment than that of partials.
A. than that of patrials
B. than patrials were
C. than did patrials
D. than there had been patrials
E. than patrials (OA)

Since I understand the second question now, I will delete it.
