My question is regarding another error in A, error that may be minor here .
Are the words allowed to drop the first time round?

yeah, that's fine. in fact, that's how that sort of thing should be written -- the extra "population" should be dropped from the MODIFIER, not from the main sentence.

Ron: this is bad writing, so it almost certainly wouldn't appear in a correct answer. but, more importantly—have you seen this as an issue in an actual GMAT problem?

...and that's exactly why you should just focus on solving the multiple-choice problems, and not on trying to write these sentences.

click on that link -- i added an example of what a better-written sentence would say. clearly, the same thing can't be done with the sentence at hand here.
