Sentence Correction Issue. Problem 75 OG Verbal 2 Blue Book

Hello Instructors,

I have a doubt about the problem 75 in the OG Verbal review book(Blue book) .
Scientists have observed....
I was not able to figure out the difference between option D and E. how does consistent modify Baltic sea as per the explanation given in the OG. Also if there a takeaway from this problem.
Does a word that immediately follows a noun with a comma, e.g. Sea, consistent always modifies the noun Sea?
