Sentence Correction from GMAT Practice Test

I'm having trouble figuring out why the answer for this sentence correction problem is that way. The source of this problem is from the Practice Exam I of the GMAT program:

but...

* wrong folder for this problem. this folder is for problems from MPrep materials (other than practice tests, which have their own separate folder).

* this problem has appeared in the OG, so we can't host it unless you can post a screenshot as proof that it's also in the free GMAT Prep software (we can't host the paid questions here).

so, if you have such a screenshot, please post a new thread in the GMAT Prep folder. thanks.
