Noun1 of Noun2 + Ving Modifier

Hi Instructors,

I have a question regarding the usage of "Ving" as noun modifier. If we have "Noun1 of Noun2 + Ving", does "Ving" modify Noun1 or Noun2, or either one of them? Is there any rules? Thank you!

Ron,

I have once read in the forum that "while" should come with a complete sentence to express contrast. But in this question, "while + doing" can also express contrast. Do you think the older rule shouldn't be held? Thanks in advance!
