Can I say because the Choice A uses 'are', but Chice E uses 'is'?
The subject here is "the rate", so we should use 'is ' here.
I think this is the fastest way to pick out the correct answer.

choice C contains "having ___ed". remember that, in general, "__ing" constructions adopt the same timeframe as the sentence to which they're attached. if you want an __ing modifier that describes a previous timeframe --i.e., prior to the timeframe of the main sentence--then you ...

i'm having a hard time understanding the last post. here's what i get from it: * the opening modifier describes a reason why the oneida took a certain side in the war. * if the following sentence has "sided" as its verb, then it makes sense. * if the following sentence has "was/were ...
