Participle or gerund??

Manhattan GMAT SC Third Edition Chapter 4, Q8 The answer to the above question was: "We were dismayed to learn that our neighbours were untidy, disagreeable, and uninterested in making new friends" The answer says "making" is a participle phrase. Shouldnt this be a gerund, since ...

With all due respect, I thought "that" is a relative pronoun, so it can be used with helping verbs in this sentence?
